The claim appeared in a video (archived here) where it was published on TikTok by @y_.2n on May 22, 2023, under the title "Putin signs on to the decision that every Arab who marries a Russian girl will receive $30,000, citizenship and insurance."

Regarding the claim that Russia gives $30,000, Russian citizenship and insurance to any Arab who marries a Russian girl, Fatabyyano's team of journalists contacted the Russian Embassy in Jordan to get an official response. "This is fake news and it is not true at all," the Russian Embassy told reporters.
