Were 35% of the votes cast for Turkish President Recep Tayyip Erdogan in the presidential and parliamentary elections, by Syrians? No, that's not true: The number of Syrians eligible to vote in the 2023 polls in Turkey was much smaller than the 35% of votes cast for Erdogan.
The claim appeared in a video (archived here) where it was published by a TikTok account on May 14th, 2023 with the title "The authorities in Turkey ordered not to send back the Syrians because 35% of the ones who voted for President Recep Tayyip Erdogan were Syrians."

Human Rights Watch reports that there are 3.6 million Syrian refugees in Turkey. According to a statement by Turkey's migration authority, published by the Turkish Newspaper Daily Sabah, the number of Syrians who were eligible to cast a vote during the 2023 polls, was 113,000. On the other hand, CNNTurk has published that Erdogan received 27,133,837 votes during the elections for the Turkish Presidency. Thirty-five percent of 27,133,837 is 9,496,842 and this number is much higher than all the Syrians who were eligible to cast a vote during the elections.
